In its Communication on the European Savings and Investments Union (SIU), the European Commission stressed that higher levels of financial literacy are essential for developing a retail investment culture within the EU. 

It also recognizes that a more coordinated effort, at both EU and national levels, will be required to raise average financial literacy across the Union, building on lessons learned and initiatives already being implemented.
